Here in this chapter we see King Balak trying to get Balaam to curse Israel. Balaam is out of the will of God in going with this king and trying to do something that God will never do. God had a plan and a purpose for Israel and would not go back on these promises because He is God. Balaam is constantly changing his mind and going back and forth on what he is doing or wants to do. So, here we see the contrast between man and God. Are we like the double minded man here or are we able to be blessed because we are walking in His will? God will always do what He says He will do and will not curse those He has chosen to bless.
God is not human, that he should lie, not a human being, that he should change his mind. Does he speak and then not act? Does he promise and not fulfill (Numbers 23:19)
