In this verse God is very angry with the Jewish forefathers, as I am sure he is with us the way our country and world has gone. If they and we turn back then God would bless us. This is a message of restoration to the true God and means they and we need true salvation not just formal obedience to the word. God wanted them and us to repent and turn from our wicked ways.

Zechariah 1:2-4 “The LORD has been very angry with your fathers. “Therefore say to them, ‘Thus says the LORD of hosts, “Return to Me,” declares the LORD of hosts, “that I may return to you,” says the LORD of hosts. “Do not be like your fathers, to whom the former prophets proclaimed, saying, ‘Thus says the LORD of hosts, “Return now from your evil ways and from your evil deeds.”’ But they did not listen or give heed to Me,” declares the LORD.
